Mr. Salvador Ramirez, Outreach Program Manager for SCE’s Consumer Affairs.
He oversees the assistance programs which include, Good Neighbor and Medical Baseline program. In addition, Salvador conducts outreach efforts, and in-service training with community agencies, non-profit organizations, and collaborative organizations.
Mr. Ramirez’s presentation will cover Southern California Edison’s Income Qualified Programs & Medical Baseline Program. These programs are designed to help customers save money: If you are having difficulty paying your bill, you may be eligible for a payment arrangement or other financial assistance. Please attend our presentation to learn more about these programs.
Programs covered in presentation:
CARE/FERA Rate Programs
The California Alternate Rates for Energy (CARE) program offers income-qualified customers a discount of 30% or more off their monthly electric bill.
Energy Assistance Fund
The EAF program assists income-qualified customers with their electric bill once in a 12-month period.
Energy Savings Assistance Program
The Energy Savings Assistance Program pays for the cost of purchasing and installing energy efficient appliances and equipment for income-qualified customers.
Medical Baseline Program
Upon application and accepted certification of a medical doctor or osteopath licensed to practice medicine in California, eligible residential customers are provided a standard year-round medical baseline allocation.

Please note that MapQuest does not give the correct directions to this site ... Interstate 15, Exit "D Street/Highway 18 East" and travel East. Travel two miles through Victorville and up/down a short hill into Apple Valley. The first traffic light in Apple Valley will be Apple Valley Road. The facility is at the Northwest (left) side of the intersection of Apple Valley Road and Hwy. 18, behind the gas station, in the center of the strip mall. Parking is in the lot in front of the building. Please do not park in short-term spots or you will be towed. There are two Highway 18 exits. Make sure you take the one that says "D Street."
